There is presented a method for formulating yes/no answers and the Likert value scale of five responses, viz., strongly disagrees, agree, neutral, disagree, strongly disagree, plus abstain, and object to two percentage figures in juxtaposition to each other. One figure is the Polarization Rating. The other figure is the Consensus Rating. The two figures in juxtaposition to each other form the Polarization-Consensus Rating or the Converted Polarization-Consensus Rating. These new social indicators can represent considerable complex information in a brief format. A leader can use the Polarization-Consensus Rating and Converted Polarization-Consensus Rating in the mathematical analysis of data from large numbers of people without “information overload”. This forms the basis for a “symbolic dialogue” between a “Chief of State”, i.e., the president, a governor, county executives, mayors or other organizational leaders and their constituents and thus strengthening the democratic processes in society—for Life, Liberty, and the Pursuit of Happiness!;

Abstract:
This invention is directed to the presentment of information. The information can be secured from a small number of participants such as three, four, or five participants or can be secured from a large number of participants such as 1,000 participants or more. The participant answers a question. Then, the answers are tabulated. A polarization value can be determined showing the degree of polarization of the participants with respect to that question. The polarization value may be the ratio of the number of participants to have reached a decision in regard to the question versus the total number of participants taking the questions. Also, a consensus value can be determined from this information in that the consensus value is a ratio of the number of participants answering yes to the total number of participants answering yes and no. The value of this invention is that a large amount of information can be disclosed in a small range of percentages so that a person reviewing the information can reach a decision without having to review a large amount of information. In essence, with this invention the information is condensed so that a person reviewing the information can reasonably retain a lot of the information in a person's mind.
